COVID-19 Restrictions Update – France and Malaysia

The French government announced that the county will implement strict policies for travelers arriving in the country that could impact plans for assignees with moves in progress. 

The new policies mandate that all persons arriving in France from outside of the European Union, including the United Kingdom, will have to present a negative COVID-19 test before boarding a passenger flight or other forms of transport. Upon arrival in France, they will need to self-isolate for seven days and then take a second test.

Following quarantine, arrivals will have to adhere to the country’s night-time curfew from 6 am – 6 pm. The curfew is expected to remain in force for a minimum of 15 days beginning on Saturday, 16 January.

During the curfew, shops must close at 6 pm. Schools will remain open, but all indoor sports and activities are cancelled. People that break the curfew will be fined €135 increasing to €3,750 and six months in jail for three offenses within 30 days.


We’ve been advised that Malaysia’s capital city of Kuala Lumpur and surrounding areas are currently in lockdown for two weeks beginning 13 January. If the COVID-19 infection rate does not improve during this time, the lockdown may be extended.

The Movement Control Order 2.0 (MCO2.0) limits the movement of non-essential activities within the country. However, since moving is considered an essential activity, we may continue to operate during this time. Therefore, we are advising clients moving into or out of Malaysia to expect some delays as we do anticipate that reduced working hours and manpower shortages may impact the clearance process at ports and airports.

Additional restrictions from residential/estate and condo management for movers to enter and work at the residence will require precise planning to ensure timely access. Virtual surveys will continue as the preferred method of surveying; however, should an in-person survey be necessary, Arpin and its supplier partners will adhere to strict COVID-19 protocols already in place.
